Key Publications and Evaluation Tools Developed

Amit’s seminal publication “Economic Evaluation of Environmental Impacts” uses state-of-the-art tools and methods and illustrative case studies to emphasize the need to:

  • Mainstream environment & energy into economic development,
  • Catalyze environmental finance,
  • Adapt to climate change impacts, and
  • Expand access to environmental and energy services for the poor.

The case studies emphasize the need to integrate environmental and economic development issues with (1) poverty reduction, (2) democratic governance, (3) crisis prevention and post-conflict recovery, and (4) environment and sustainable development. This publication has been widely adopted by international agencies to conduct multi-criteria decision analysis (MCDA) evaluation of new programs and technologies. Amit continues to revise and adapt the methods and train environmental professionals on MCDA and related methods.

In addition, Amit has designed monitoring, verification and evaluation (MVE) tools (using IPCC guidelines) for analysis of Clean Development Mechanism (CDM) projects and developed relevant software tools (including the widely used Global Overlay Analysis). Initially, these tools were used to evaluate wind, clean coal, district heating and waste incineration technologies in Ukraine, Russia and several CIS nations. Subsequently these tools have been used in Asia and South America. Most recently, he has used these tools to develop the Afghanistan National Renewable Energy Strategy, the National CDM Strategy for Mauritius and Guidelines for Wind Power Development in Serbia. The MCDA methods allow for a comprehensive evaluation that accounts for energy sector issues along with environmental and economic development concerns.
