For the ADB, Mr. Bando conducted a detailed financial and economic risk analysis of the investment portfolio in all environment-related sectors (portfolio size exceeded $2 billion). This evaluation led to the redirection of key elements of the existing portfolio to enable the ADB to limit its liabilities while advising the Indonesian government on how to involve the private sector to promote economic development and job creation while protecting environmental resources. Mr. Bando also developed:
- Measures to ensure transparency in the bid preparation and review process, and
- A framework to incorporate environmental, economic, and poverty reduction parameters into a capacity building program for industrial clean production.
