As senior advisor, Mr. Bando recommended enhancements to the policy and regulatory framework; helped formulate energy efficiency, environmental improvement, and technology restructuring programs; and promoted energy efficiency improvements to reduce GHG emissions while maintaining sustainable economic development. Mr. Bando focused on key industries including aluminum and cement to promote cleaner production options via use of market oriented policies. He recommended mitigating measures to facilitate processing of specific projects involving private capital flows and actively promoted private sector participation to enhance the discussions on policy options and results. This assignment led to the approval of a $250 million sector-loan package.
