Urban Environmental Management Program, Mexico

For USAID, Mr. Bando designed an integrated urban management program implemented in 1999 in a district within Mexico City. This $23 million program includes multiple activities in three major areas: forestry management; hospital/residential sector energy and waste management; and eco-tourism. The program integrates global climate change (GCC) issues with local environmental and economic development concerns to make it easier for cities to address these concerns using market-based instruments. Appropriate financing mechanisms as well as monitoring and evaluation systems were developed to ensure that program initiatives could be initially funded under the proposed CDM and then sustained beyond the pilot phase while it is also replicated at other sites.
