In Mexico, in 2001, Mr. Bando prepared an integrated solid waste management plan for the City of Tijuana. This included the preparation of a waste characterization study, and an estimate of the economic and environmental impact of scavenging activities in the city. He designed the waste reduction, reuse, recycling, and composting and sanitary landfill components of the plan. The plan was presented to the public and discussed in public hearings. In addition, he assessed the existing situation in Mexican Cities bordering the U.S. in terms of the generation, collection, transport and disposal of solid Waste.
