As the Solid Waste Management Expert on USAID’s Climate Change Mitigation Project in the Philippines, Mr. Bando implemented ten activities in the Philippines energy and solid waste management sectors. Mr. Bando worked with the Metro Manila Authorities to design waste collection systems, rationalize transfer fleet emissions, and optimize the size and location of transfer stations. He developed community based economically viable initiatives for waste recycling, composting, sanitary landfills, and waste-to-energy conversions. Among others, he evaluated the adoption of market-based instruments to mitigate climate change impacts — an integrated program of market incentives including a permit trading system was designed for eventual implementation in late 2002.
