As Staff Advisor to the Asian Development Bank (ADB) Afghanistan Mission, Mr. Bando developed a comprehensive rural energy policy based on off-grid renewable options including wind, solar and mini-hydro power generation options. Project implementation and management procedures were developed to conform to donor norms; domestic governance capacity was established to ensure proper guidance in the energy and environment management sectors.
