Mr. Bando was involved in analyses that included the modification and implementation of CAR, a consumer automotive choice model that predicts vehicle purchasing and usage behavior as well as fuel efficiency and emissions performance. Several transportation bills (including the 1991 Gore World Environment Policy Bill and the 1991 Wirth National Energy Efficiency and Development Tax Bill) were assessed using this modeling framework. The role of “feebates” and alternative fuels in limiting greenhouse gas emissions was analyzed. Specific policy recommendations were developed on the use of economic incentives to combat global climate change; several were presented to the US Congress. This project involved a collaborative effort with USDOE’s Oak Ridge and Lawrence Berkeley National Laboratories.
