Mr. Bando led a panel of experts covering all regional member countries in East, Southeast and South Asia in conducting an examination of US-AEP’s program premises to make informed judgments on the importance of the development program, the centrality of clean technology transfer to the program’s strategy, the significance of a continued emphasis on market incentives to promote energy efficiency and environmental protection, and the effectiveness of the public-private partnership approach as a prototype for a new way of conducting business at USAID and promoting PSP in Asian infrastructure development. The results were presented to the head of the Asia/Near East Bureau, Mr. Brian Atwood (USAID Administrator), and other senior officials.
