Under several assignments for USAID/India, Mr. Bando directed the design, implementation and monitoring of a five-year multimedia economic/environmental strategy linking PSP in infrastructure development to poverty alleviation and environmental improvements. Used pollution prevention to address a variety of environmental and energy efficiency issues, including independent power generation, greenhouse gas (GHG) emissions, transportation, bio-diversity, water-resource management, and industrial wastewater management. Developed sector-specific guidelines for bid preparation, review and evaluation; emphasized the role of the private sector in sustainable economic development. Assignment involved technical analysis, extensive dialogue with all parties at the state and national levels, coordination of input from various team members, and conflict resolution. Mr. Bando incorporated feedback from stakeholders into the final implementation program. Private Financing Institutions (PFIs) were intimately involved in strategy development. Project initiatives worth $80 million were identified and implemented (including the on-going Clean Technology Initiative cluster of seven inter-related activities).
